Within ten months, the probability of approval fell to roughly a third of what it had been.<\/p>\n<p>Broken down by designated organisation type, the shift is sharper still:<\/p>\n<ul>\n<li>Angel investor networks: <strong>91%<\/strong> in 2024 to <strong>18%<\/strong> in 2025<\/li>\n<li>Business incubators: <strong>83%<\/strong> to <strong>32%<\/strong><\/li>\n<\/ul>\n<h2>A queue measured in decades<\/h2>\n<p>As at 16 December 2025, <strong>5,540 applications<\/strong> sat in inventory. Across the first ten months of 2025, IRCC issued <strong>195 decisions<\/strong> in total.<\/p>\n<p>Hold that rate steady and clearing the current queue takes roughly <strong>24 years<\/strong>. Set that against the marketing that still describes this programme as a fast route.<\/p>\n<p>Where the queue is stuck matters as much as its size:<\/p>\n<ul>\n<li><strong>3,015<\/strong> pending eligibility<\/li>\n<li><strong>2,410<\/strong> pending admissibility<\/li>\n<li>only <strong>105<\/strong> pending final decision<\/li>\n<\/ul>\n<p>The bottleneck is at the front of the process, not the end.<\/p>\n<h2>Intake has stopped too<\/h2>\n<ul>\n<li>2023: roughly <strong>1,610<\/strong> applications received<\/li>\n<li>2024: roughly <strong>875<\/strong><\/li>\n<li>2025 (Jan\u2013Oct): reported as zero or suppressed across all three organisation types<\/li>\n<\/ul>\n<p>Near-zero intake, a very large queue, and a quarter of the previous approval rate \u2014 together these describe a programme in a materially different state from the one most published guidance still assumes.<\/p>\n<h2>Designated organisation type matters<\/h2>\n<p>Across 2023 to October 2025:<\/p>\n<ul>\n<li>Business incubators: <strong>83%<\/strong> approval<\/li>\n<li>Angel investor networks: <strong>81%<\/strong><\/li>\n<li>Venture capital funds: <strong>74%<\/strong><\/li>\n<\/ul>\n<p>Volume is distributed very unevenly. In the organisation-level breakdown, a single incubator accounts for more than <strong>1,350<\/strong> files in the queue. A large caseload at one organisation is not in itself a mark of quality \u2014 sometimes it just means a longer wait.<\/p>\n<h2>What this data does not show<\/h2>\n<ul>\n<li>IRCC rounds all values to the nearest multiple of five and suppresses values between zero and five so individuals cannot be identified.
