You must lodge in person, so the question is which mission will take your application. For the whole route, from the committee to the residence permit, start with our Estonia startup visa guide.

Iran is the worked example here, but the rules apply to any nationality in the same position.

The general rule on where to apply

A D visa allows up to 365 days in 12 months, and up to 90 days in any 180 in other Schengen states. Estonia’s Ministry of Foreign Affairs sets the default: you apply in person at an Estonian embassy that handles visas in your country of residence. The other venue is a Police and Border Guard Board (PPA) office in Estonia. Where your country has no such mission, the Ministry’s D-visa page points to the mission accredited to that country or the nearest one issuing visas, with the appointment confirmed in advance.

Under the visa regulation in force, a mission may, in justified cases, accept someone who is lawfully staying in its district without living there. The regulation’s example is a person whose country has no Estonian mission handling the application (regulation § 10⁴). So the mission decides whether to take you, and you must be in that country lawfully on the day you lodge.

Work from the Ministry’s list of missions handling visa applications, not its list of embassies. It names Abu Dhabi, Ankara, Astana, Beijing, Cairo, Canberra, Dublin, Kyiv, London, Moscow, New Delhi, Ottawa, Tbilisi, Tel Aviv, Tokyo and Washington, plus Seoul and Singapore for D visas only.

Three missions with published rules for non-residents

Ankara lets non-residents of Türkiye apply “by way of exception” when their country of residence has no Estonian mission handling visas. Abu Dhabi states that a “D-visa can be applied from any Estonian representation”. Tbilisi takes citizens and residents of Georgia and Armenia, and residents of countries with no visa-handling Estonian mission, who should contact the embassy before booking.

Mission

Booking

What to prepare

Ankara

Slots open up to 60 days ahead. Offices in Tallinn, Tartu, Jõhvi, Narva and Pärnu take these applications, and PPA decides within 30 days, extendable by up to 30 with written notice.

File no later than 30 days and no earlier than 2 months before your permitted stay ends (regulation § 10²). A late application is accepted up to your last lawful day only if you show that your health or a good personal reason stopped you filing on time.

You attend in person unless you were fingerprinted in an earlier visa procedure (Aliens Act § 91¹). You do not need a ticket booking, but you do attach copies of every passport page with entries and an account of your Schengen stays in the last 180 days.

Founders living in Iran: a worked example

Iran has no Estonian embassy, and no Estonian office there takes visa applications. The honorary consul in Tehran is listed with powers to issue passports and ID cards to Estonian citizens. So where an Iranian applies for an Estonian visa depends on the type of visa.

For Schengen (C) visas, Finland represents Estonia in Iran through the VFS centre in Tehran, which takes short-stay applications only. The fee is €90, or €45 for children aged 6 to 11. The VFS Iran page adds a €20 service fee and says both are paid in cash at the centre.

Ankara’s Schengen exception applies only where no other Schengen state represents Estonia. In Iran, Finland does, so a person living in Iran applies for an Estonian Schengen visa through the VFS centre in Tehran, not in Ankara. In the UAE, all Schengen applications go to a VFS centre, not to the embassy itself.

For the D visa, someone living in Iran has these published routes:

Ankara, by way of exception, since Iran has no Estonian mission handling visas.

Abu Dhabi, under its “any Estonian representation” rule.

Tbilisi, under its rule for residents of countries without such a mission.

A PPA office, if you are already in Estonia on a Schengen visa that allows a stay there.

The ambassador in Ankara is also accredited to Iran (Ministry announcement, 2023), but for visas Ankara still applies its own exception. Wherever you lodge, you must be able to travel there and attend in person.

Documents, translation and legalisation

Start with the online pre-application. The system emails you the form with a pre-application number, which Ankara and Abu Dhabi want in your booking. The Ministry’s list includes the passport, photo, insurance for the whole visa period and the €120 fee (€60 for children aged 6 to 11, free under 6). Since 1 January 2026 it also asks for income evidence covering the 3 months before you apply, and a ticket booking; only the ticket booking is dropped when you apply at PPA. A founder adds the Startup Committee decision, printed, with the committee number in the booking.

Every foreign public document must be legalised or apostilled, then translated into Estonian or English. If your country is one of the 130 parties to the Apostille Convention, Türkiye among them, an apostille covers the first part. Iran and the UAE are not parties, so their documents go through two steps: the issuing country’s foreign ministry and/or its mission, then an Estonian mission or the Ministry’s Consular Department in Tallinn.

The Consular Department in Tallinn works by post only, charges €30 per document, takes 5 working days and returns documents by registered mail to an Estonian address. The embassy in Abu Dhabi legalises UAE documents after the UAE foreign ministry. PPA requires a sworn translator; Ankara and Abu Dhabi also accept a notary-certified translation, so decide where you will lodge before you order translations.

Aval Visa works with founders on this stage. We check which mission’s rule fits where you live, plan the order in which each document is legalised and translated, and build the appointment file to that mission’s own list. You lodge the application yourself, and the embassy or PPA decides it. To go through your situation, start your assessment.

Common questions

Can I apply at an Estonian embassy that does not handle visas?

No. Estonia has embassies in Baku and Yerevan, but neither is on the list of missions handling visa applications. The embassy in Minsk suspended visa applications on 20 May 2024.

Do I need a criminal-record certificate for the D visa?

No. The visa regulation dropped the requirement on 22 May 2026. The application form still asks about criminal convictions abroad.

The residence permit is different. PPA asks applicants aged 14 and over for a certificate from every country where they lived for at least 3 consecutive months in the past 3 years.

Can I apply for the D visa and the residence permit at the same embassy?

As a rule, Ankara takes either a D-visa or a residence permit application, not both. A founder may instead apply for a D visa first, even for a planned stay longer than a year. The temporary residence permit then goes to PPA once the company is in the Estonian Business Register (see registering an Estonian company without e-Residency). For the longer view, see permanent residence and citizenship in Estonia.

Can my family apply with me?

Yes. Your spouse, a minor child, or an adult child who cannot cope independently can apply for a D visa under the same conditions as you, each with their own booking. You need to show €880 a month for yourself and €704 a month for a spouse; no figure is set for a minor child. In Ankara, a parent may represent a child who gives no fingerprints; children under 12 are not fingerprinted.

Sources

<a
