It does not. Five years on a residence permit is the earliest point for permanent residence. Citizenship needs at least eight years on residence permits, two exams and giving up your other citizenship.

The route in, up to your first residence permit, is on our Estonia startup visa page. After that, the Police and Border Guard Board (PPA) decides on permanent residence, and the Government on citizenship.

Five years leads to Estonia permanent residence, not a passport

What Estonia calls permanent residence is the long-term resident’s residence permit. Under Estonia’s Aliens Act (Välismaalaste seadus), you can apply once you have lived in Estonia on a residence permit for the five years immediately before your application.

A D visa is optional: you can apply for the startup residence permit directly. Time on a D visa is, in law, a temporary stay, so your count starts with the temporary residence permit. Those same years also count towards the eight that citizenship needs.

Condition

Long-term resident’s permit

Citizenship

Time in Estonia

5 years on a residence permit, immediately before applying

At least 8 years on residence permits, at least 5 of them lived permanently in Estonia

Status you must hold

A valid temporary residence permit

A long-term resident’s permit

Estonian

B1, shown by the state language exam

The same B1 exam, plus an exam on the Constitution and the Citizenship Act

Income

At least the subsistence level for each month: €220 a month in 2026 for a single person, with 6 months’ evidence

Permanent legal income

Other conditions

Tervisekassa health insurance; registered address

Registered address; release from any other citizenship

State fee

€185 (€93 for a child under 15 or someone who has reached retirement age in Estonia)

€150

Decided by

PPA, within 2 months

The Government, on PPA’s proposal

Keeping your five years intact

A temporary residence permit runs for up to five years and can be extended for up to ten years at a time. At extension, PPA checks that your company still fits the startup definition. An earlier Startup Committee opinion can be relied on for up to five years from the date it was given (Interior Minister Regulation No. 2 of 2024).

Three more things to keep in order during those five years:

A registered address. If your address is not in the Population Register when you apply for the long-term permit, PPA sets a deadline; miss it, and the application is not processed.

Health insurance. When you apply, you must be insured with the Estonian Health Insurance Fund (Tervisekassa). A founder on the management board is covered when the company pays social tax for them on at least €886 a month, the 2026 base. The rule is in § 5 of the Health Insurance Act (Ravikindlustuse seadus). With no salary or board fee, you are not automatically insured.

Time abroad. Absences do not break the five years if none is longer than six consecutive months and together they total no more than ten months across all five years, not per year. If PPA considers a longer absence justified, the five years are extended by the excess.

Applying for the long-term resident’s permit

Your income must reach at least the subsistence level for each month you live in Estonia (Interior Minister Regulation No. 7). The 2026 State Budget Act puts that at €220 a month for a single person, and each year’s budget act sets it again. The startup residence permit requires four times the subsistence level.

Since 1 January 2026, the file must also include a document showing your legal income for the six months before you apply, with its amount, regularity and sources. PPA’s own checklist (its forms, your identity document, a digital photo and proof of the €185 fee) does not list this document yet, so add it yourself.

Your Estonian must be at B1, shown by the state language exam, unless you completed school or higher education in Estonian. People under 15 or over 65 are exempt.

You apply to PPA in person, unless fingerprints taken for your last permit can still identify you. The form is filled in Estonian, in capital letters. Submit at least two months before your temporary permit expires: PPA decides within two months, and no later than ten days before that permit runs out. If the application has defects, the two months run from the day you fix them.

The long-term permit is issued with permanent validity, and you need no separate permit to work or run a business on it. It is revoked if you spend 12 consecutive months outside the EU, or at least six consecutive years outside Estonia, unless PPA accepts the absence as justified.

Estonian citizenship requirements: at least eight years

Under the Citizenship Act (Kodakondsuse seadus), you can apply once you hold the long-term permit and have lived in Estonia for at least eight years on residence permits, at least five of them permanently. You also need a registered address, a permanent legal income (lawful business or property income counts) and passes in two exams, and you take an oath of loyalty.

The two exams

Both are run in Estonia by the Education and Youth Board (Harno).

Estonian at B1. The language exam is free and held four times a year in Tallinn, Tartu, Narva and Jõhvi, with results within 40 days. Score under 45%, or miss it without good reason, and you wait six months to register again.

The Constitution and the Citizenship Act. The citizenship exam has 24 multiple-choice questions in Estonian, answered on a computer in 45 minutes; 18 correct answers pass. The Constitution, the Citizenship Act and a dictionary are available in the room. It runs monthly except July, and you get the result at the end.

Applying and the decision

You apply in person at a PPA service office, after booking online, and pay a €150 state fee. Within six months of accepting the application, PPA sends it with a proposal to the Government, which decides. The ID card and passport are applied for once citizenship is granted.

One citizenship only

An Estonian citizen may not hold the citizenship of another state. When you apply, you must prove that you have been, or will be, released from your current citizenship, or that you are stateless. For an adult, the only exception is international protection where the situation at home has not changed. Accepting another citizenship later ends your Estonian citizenship.

The long-term permit carries no such condition: you do not have to give up your current citizenship to live and work in Estonia as a permanent resident.

Aval Visa and the first stages

Aval Visa works with founders on the stages before the five-year count begins. We check whether your company meets the Startup Committee’s bar, plan your documents and how they are legalised and translated, and prepare the D-visa and residence-permit files. You file your own applications; the Startup Committee, the embassy and PPA make the decisions. To map out your timeline, start your assessment.

Common questions

How many years until I can get an Estonian passport?

At least eight years on residence permits, at least five of them lived permanently in Estonia, while holding the long-term resident’s permit. Both exams and release from your other citizenship come on top, and the passport follows the grant of citizenship.

Does time on a D visa count towards permanent residence?

No. The five years are counted on a residence permit, and a D visa is, in law, a temporary stay.

How much income do I need for permanent residence in Estonia?

At least the subsistence level for each month: €220 a month in 2026 for a single person. You also file evidence of your income for the six months before you apply.

Does Estonia allow dual citizenship?

Not for naturalised citizens. You must prove that you have been, or will be, released from your other citizenship, or that you are stateless; the only exception for adults is international protection.

Sources

PPA: long-term resident’s residence permit

PPA: state fees for residence permits

PPA: residence permit for start-up entrepreneurs

PPA: Estonian citizenship for an adult

PPA: citizenship application

PPA: citizenship exams

PPA: how a citizenship application is processed

PPA: state fee for citizenship

Harno: Estonian language proficiency examinations

Harno: citizenship examinations

Aliens Act (Välismaalaste seadus), Estonian text in force

Foreign Nationals Act (English translation, September 2026)

Citizenship Act, English translation

Interior Minister Regulation No. 7

Interior Minister Regulation No. 2 of 2024

2026 State Budget Act

Health Insurance Act (Ravikindlustuse seadus), Estonian text in force

Health Insurance Act, English translation

All checked October 2026.

An Estonian passport does not come after five years.
