A negative Eligibility Statement from Business Finland and a Finland startup permit refused by Migri lead to different next steps.

Most Finland startup visa rejections come at the first decision. In 2025, about 7.6% of the 746 applications for a statement were positive, while the government reports that a large share of those with a positive statement get the permit. Our Finland startup visa guide covers the whole route.

Two decisions and the official figures for each

Business Finland, the government’s innovation and trade agency, judges whether your team, business model and resources point to fast international growth. One team member applies in Enter Finland for the whole team, free of charge, and the average processing time is up to one month.

With a positive statement, each founder applies to Migri, the Finnish Immigration Service, for their own permit. After a negative one, Migri cannot grant the permit, and a positive one does not oblige Migri to grant it. Migri still checks each founder’s identity from a valid travel document, whether any refusal ground in the Aliens Act applies, and whether their living costs are covered. For applicants in Iran, see residence permit appointments at VFS Tehran.

Measure

2019

2023

2024

2025

Eligibility Statement applications (one per team)

150

851

1,068

746

Share of statements that were positive

38%

Not given

8%

About 7.6%

First startup permits granted (one per person)

A little over 50

344

225

110

Share of Migri’s decisions on first startup permits that were negative

Not given

Not given

5%

13%

These figures come from the Finnish government’s bill HE 216/2026 vp. A statement covers a whole team while a permit covers one person, so the two percentages cannot be combined into one overall figure. The government links Migri’s rising negative share partly to more effective action against abuse.

Business Finland’s criteria and where teams fall short

Business Finland reads only your Enter Finland application and does not usually interview you, so a criterion your written file does not show cannot count in your favour.

An idea no customer has tested

An idea alone is not enough. Business Finland wants the idea validated with potential customers: evidence that they need the solution and will pay for it. It asks about demos, prototypes, pilots and first deals. In Business Finland’s words, the team should aim for “at least millions of euros of revenue at global markets”; solutions suited only to Finland or another local market are not eligible.

A team of founders in name only

You need at least two founders, usually two to five, each with a significant role. Each founder must relocate to Finland and work on the company full-time, and their combined stake must be at least 60%. They must be genuine co-founders, not outsiders paid to act as co-founders. Owning a company alone does not get anyone a permit.

A business outside the scheme

Restaurants, consultancies, import and distribution businesses, and other service businesses without an innovative edge are not eligible. Nor is a foreign company’s branch or subsidiary in Finland, or a company whose only market is Finland.

A funding plan that waits for investors

Business Finland publishes no fixed minimum investment, and the permit brings no funding with it; do not confuse this with the personal funds Migri requires. The funding plan must match the first-year plan and include a rough cost breakdown. If it relies on outside money, looking for investors only after the company is set up in Finland is not seen as credible.

Documents in a language that is not assessed

The application and every attachment must be in English, Finnish or Swedish; anything in another language is not considered. Business Finland names no language certificate, but your team must write and speak English well enough.

Migri’s checks and where files fail

A statement more than four months old. Under section 80 of the Aliens Act, the statement can be at most four months old when the permit application is filed. Founders file separately, each within that window.

Money outside your own account. Migri counts only money in your own bank account: savings, income or funding from the startup, or other regular income. In 2026 you need €1,210 a month net in the Helsinki area, €1,090 in 24 named large municipalities and €1,030 elsewhere, for at least a year.

Transfers that are hard to make. If the money comes from Iran, allow time for the transfer: the government reports that sanctions on the largest applicant countries make transfers to Finland difficult. For transfers to or from an Iranian person that do not go through an Iranian bank, the EU’s Iran sanctions rules (Article 30a of Regulation 267/2012, as amended by Council Regulation (EU) 2025/1975) require no notification below €10,000, written notice in advance from €10,000 to under €40,000, and prior authorisation from €40,000. More in our Finland startup visa proof of funds guide.

False information or documents. Under section 36 a, Migri refuses a permit if it has good reason to suspect that your stated grounds do not match your real purpose of entry. The same applies to materially false information and to false or forged documents. In a few cases in 2025, Migri received forged Business Finland statements.

Monitoring and revocation after the permit

Migri monitors startup permits automatically and may check yours before it expires. You report progress only if asked, but you must meet the criteria for the whole permit period.

Measure

Figure

Monitored startup permits where Migri opened a revocation review, 1 April 2024 to 31 December 2025

23%

Reviews opened in 2025, out of 326 permits monitored

10%

Reviews opened so far in 2026

5%

Reviews opened for other permit types under automated monitoring

4–8% of granted permits

Decisions in reviews opened through automated monitoring

253, of which 70% revoked the permit

Reviews ending in revocation in 2025

67%

The two reasons that most often led Migri to open a revocation review were a holder who never came to Finland and a business that never got going. Under section 58 of the Aliens Act, a fixed-term permit may be revoked if its conditions did not exist or no longer exist. If you do move to Finland and run the company, monitoring adds no new conditions. Extensions are a separate test; see extending a Finnish startup permit.

Your next steps after a negative statement or a refusal

A new statement. Under current rules the statement is free and applications per applicant are not limited, so in principle your team can apply again with the same idea. In 2024 and 2025, over 40% of statement applications were repeats, meaning at least one team member had applied before. Business Finland again judges only the file, so rework what was thin, such as customer validation or the funding plan.

A proposed change. The same bill, HE 216/2026 vp, proposes moving Business Finland’s assessment into the paid permit application. It is not yet law: since 7 October 2026 it has been before Parliament’s Administration Committee. If Parliament passes it, the planned start date is 12 January 2028, and an application already pending then would still be decided under today’s rules. See Finland’s startup permit bill.

Appealing the statement. A negative statement can be appealed only together with Migri’s permit decision (Aliens Act, section 190). That means paying for a permit application, €650 online or €800 on paper per founder, whose decision will be negative because of the statement. The government says applicants usually do not want to do this, so few appeal.

Appealing Migri’s decision. The appeal goes in writing to an administrative court within 30 days of notification; if you do not live in Finland, that is the Helsinki Administrative Court. Each appealable decision comes with appeal instructions (valitusosoitus) naming the court, where to send the appeal and the deadline.

The entrepreneur permit. Business Finland points excluded businesses to the entrepreneur residence permit, and Migri says applicants without a positive statement can apply for it. The Economic Development Centre (Elinvoimakeskus) makes the partial decision, and the fee is €750 online or €900 on paper. In 2025, 69% of decisions on first entrepreneur permits were negative.

Before you file, Aval Visa tests your plan, team and customer evidence against Business Finland’s criteria, plans each founder’s documents, translation and legalisation, and checks that your evidence of personal funds matches what Migri accepts. Your team files its own applications, and Business Finland and Migri decide. To have us look at your case, start your assessment.

Common questions

Can we appeal a negative Eligibility Statement?

Not on its own. You can appeal it only together with Migri’s decision on the permit, so you would first have to file the paid permit application.

Can our team apply for a new statement with the same idea?

Yes, in principle. Under current rules the statement is free and applications per applicant are not limited.

Does a positive statement mean Migri will grant the permit?

No. Migri still checks each founder’s identity, means and whether any refusal ground applies, and the statement must be no more than four months old when you file.

Does it matter if someone helped us write the business plan?

Help is allowed but not needed, and Business Finland expects your team to fill in the Enter Finland application itself. The form asks whether you joined an accelerator or incubator, or whether anyone helped create the business plan. Business Finland has not partnered with any consultant, so consultants may not use its logo or promise you a positive statement. The government’s concern is narrower: outside actors who help applicants for abusive purposes and may write the business plans for them.

Sources

Business Finland: Applying for the Startup Permit

Business Finland: Application instructions

Business Finland: Frequently asked questions

Enter Finland: Start-up entrepreneur

Migri: Start-up entrepreneur

Migri: Income requirement

Migri: Processing fees and payment methods

Finlex: Aliens Act (301/2004)

Finlex: Administrative Judicial Procedure Act (808/2019)

Finlex: Administrative Procedure Act (434/2003)

Parliament of Finland: HE 216/2026 vp

Council Regulation (EU) 2025/1975

Checked October 2026.

Most teams that apply are stopped at Business Finland’s Eligibility Statement.
