The Estonia Startup Visa is the official route for non-EU founders who want to launch or run an innovative company in Estonia, the country behind Skype, Bolt and Wise. Unlike most comparable European programmes, it asks for no fixed starting capital and no job offer. What is assessed is the idea and the team behind it, which is exactly where a well-built application earns its keep.
What is the Estonia startup visa?
The programme is run by Startup Estonia, the government body behind the country’s startup ecosystem. Under the Estonian Aliens Act, a qualifying startup is a business that:
- is registered in Estonia, or is in the process of being registered
- aims to develop and launch a business model that is innovative, repeatable and capable of global growth
- was founded no more than 10 years ago
- is technology-based and scalable, with a minimum viable product (MVP) expected
Traditional businesses such as restaurants, shops or local services have no globally repeatable model and fall outside this definition.
How to apply: the committee first, then the visa
The route has two stages, and the order matters:
- Startup Committee assessment: the application is filed through the Dealum online platform. The committee, made up of people active in the Estonian startup ecosystem, assesses the idea for innovation, scalability and global growth potential. This stage carries no state fee and a decision usually arrives within about 10 working days.
- Visa application with the committee’s approval letter: once approved, you apply for the visa at an Estonian embassy or consulate, attaching the committee letter.
Which visa, and the official fees

Once the business is established and making progress, you can apply for a temporary residence permit for enterprise from the Estonian Police and Border Guard Board (PBGB), which opens the door to longer-term residence. That application is assessed case by case, and state fees are set by the Estonian authorities and revised from time to time, so the requirements and amounts should be checked against the rules in force before you apply.
Bringing your family
According to Startup Estonia, once the founder is approved, a spouse and children under 18 (and an adult child who cannot live independently for health reasons) can be granted the same type of visa.
