What Is the MPNP Business Investor Stream?

The Business Investor Stream has two pathways:

  • Entrepreneur Pathway (EP) — for applicants who intend to move to Manitoba and establish a business, purchase a business, or become partners in an existing business after arriving in Canada on a temporary work permit.
  • Farm Investor Pathway (FIP) — for applicants with proven farm business experience who intend to establish and operate a farm in rural Manitoba.

The EP follows Canada’s “work permit first” entrepreneur model: you arrive on a work permit, build the business under a signed Business Performance Agreement (BPA), and are nominated for permanent residence only after Manitoba confirms you have fulfilled that agreement. IRCC retains sole authority over the work permit and the final permanent residence decision.

Step-by-Step Application Process

Step 1 — Self-assess and research

Confirm the four minimums (experience, $500,000 net worth, CLB 5, education), complete the Self-Assessment Form to calculate your score, and research your business concept — ideally during a research visit, where you can also attend a BIS information session.

Step 2 — Expression of Interest by email

Under the current interim process you email your Business Concept Form, Self-Assessment Form and signed MPNP Code of Conduct to MPNP-BusinessStream@gov.mb.ca. The MPNP aims to review all EOIs within four weeks and responds with either a Letter of Advice to Apply (LAA) or a feedback letter. After a feedback letter, you must wait at least two months before resubmitting.

Step 3 — Full application within 120 days

The LAA gives you 120 days to submit the complete application by mail or in person, including the third-party net worth Verification Report from KPMG LLP or MNP LLP — allow up to 60 days for the verifier to complete it — and the $2,500 CAD processing fee by wire transfer.

Step 4 — Assessment, interview and BPA

At least two Business Immigration Officers assess every complete application; the target processing time is six months or less, and you may be invited to an interview. Concerns come as a Procedural Fairness Letter with up to 30 days to respond. If approved in principle, you sign and return the Business Performance Agreement within 60 days. Manitoba then issues the work permit support letter (valid three months), and you have up to 12 months from its issuance to arrive in Canada with a valid work permit.

Step 5 — Arrive and fulfil the BPA

Report in person to the MPNP in Winnipeg within 30 days of arrival. Establish or purchase the business within 14 months, invest at least the committed amount, manage it day to day from the premises, live within 100 km of the business and spend at least 80% of your time in Manitoba. The First Progress Report is due within six months of arrival; the Final Report no later than 20 months after arrival, after operating the business for at least six months.

Step 6 — Nomination and permanent residence

Once Manitoba is satisfied the BPA has been fulfilled, the MPNP Director reviews the recommendation and emails your Confirmation of Nomination. You then apply to IRCC for permanent residence. After a refusal, you may reapply after one year (two years in cases of misrepresentation).

What Counts as an Eligible Investment

The BPA’s Schedule A is strict about where the money goes. Funds must come from abroad, out of your personal resources. Eligible spending includes buying a Manitoba business or franchise, tangible assets, and start-up costs such as legal fees, permits and licences. Key caps: goodwill at most 30% of the committed amount (with a supporting valuation); a vehicle only if essential, capped at $30,000; real estate only if essential, capped at $75,000; at most three months of operating expenses; start-up inventory limited to six months’ worth (new business) or three months’ (purchased). Cash and cash equivalents do not count.

Ineligible business types include passive-income ventures, real estate investment or development, home-based businesses, bed and breakfasts, pay-day lending, rental/leasing operations, project-based or seasonal businesses, lottery kiosks, self-employed professional services, owner-operator trucking, and any business bought from another MPNP applicant or nominee within the previous seven years. You may request at most one Change of Business (within 12 months of arrival, never reducing your investment or EOI points) and one BPA extension, at least 30 days before the establishment period expires.

The Honest 2026 Status

The Entrepreneur Pathway is open, but it is running on a paper-based interim process while technical changes to the MPNP Online system are completed. EOIs go by email, and the official Apply page states plainly that “EOI draws for the Business Investor Stream are not currently being conducted” — Manitoba instead reviews each EOI on continuous intake, aiming to respond within four weeks with an LAA or feedback.

The published draw record confirms it: every 2026 draw on immigratemanitoba.com, from #262 (January 15) through #277 (August 13), contains only Skilled Worker and International Education Stream selections — no Business Investor Stream candidates at all. The BIS pages remain live with unchanged criteria (the current form and guidelines date from the 2024 postings), and no pause, closure or redesign has been announced. Manitoba has published no 2026 BIS nomination allocation, intake cap, or draw statistics — treat any website claiming specific 2026 BIS “draw scores” with suspicion.

This cuts both ways: there is no invitation queue to be stuck in, but with no published cut-off data, your file must be strong on its own merits — score, business concept and proof of funds.
